Senior Contracts Administrator

Under the direction of the Section Manager of Design and Construction, and the Contract Administrator Supervisor, handles all contract administration work. Prepares requisitions for new services, repairs or replacement of equipment including specifications, sole source justification, ICE forms, change orders, field reports, pay applications and invoicing, RFP evaluations, pre-bid meetings, bid openings, etc. In addition, performs other duties as assigned or required. Prepares purchase requisitions for all construction and repair projects. Prepare change order requisitions to ensure scope changes are incorporated into the project. Reviews bid submitted for contractor work scopes and recommend award to qualified contractor. Review and approve contractor's 10-day documents to ensure contract compliance. These documents include, but not limited to: performance and payment bonds, schedule of values, subcontractor agreements, etc. Conducts pre-construction meetings. Prepare agenda and oversee overall meeting. Prepare and distribute meetings minutes. Hold all construction progress meetings. Monitor contractor/subcontractor activities to ensure compliance with Pace's construction contract documents. Identify contractor issues and report them to Management. Monitor status of completion of projects and recommend assessment of liquidated damages when necessary. Examine contractor's applications for payment and all waivers prior to payment. Process payments in Oracle once dollar amount is approved by Section Manager. Review certified payroll required by the Department of Labor, including Bureau of Apprenticeship and Training (B.A.T.) program compliance. Review change order proposals and make sure contractors provided adequate breakdown of costs in accordance with Pace's contract. Review project closeout documents to ensure compliance with contract documents, review contractor shop drawing product submittals and Operation and Maintenance Manuals to ensure that Division 1 documents and warranties comply with contract documents. Schedule completion of warranty work including coordination with the CFI (field oversight), Operations/Garage, the general contractor and manufacturers. Other duties as assigned.
Qualified candidate must have a Bachelor's degree or 5 years' experience in Construction. Excellent interpersonal, written and verbal communication skills are required. Must be proficient in personal computer, word processing, and spreadsheets. Oracle experience is desirable. Qualified candidate must have a good work history. Work is performed mostly in office environment. Site visits to Pace garages is occasionally.
