Senior Project Manager, Chicago ADA Services
Under the direction of the Manager of Contract Administration, the Senior Project Manager, Chicago ADA Services would manage the Chicago service provider contracts. This position is responsible for supervising staff for the successful, efficient, and effective operations of the various Pace Paratransit programs, including, but not limited to: Mobility Direct, Taxi Access program, ADA paratransit services, and local demand response programs. In addition, this position is responsible for preparing Inter-Governmental Agreements, Memorandums of Understanding, and other agreements and appropriate documents in the implementation of coordination services with local stakeholders. Responsibilities include use of best practices for public transportation coordination; managing, monitoring, and reviewing the performance of the City of Chicago service provider contracts; analyzing and conducting contractor on-site visits to ensure contract compliance; identifying inefficiencies and directing/providing technical assistance; supervising and monitoring investigations of service complaints. This position supervises/oversees Sr. Project Managers responsible for contractor performance, acts as liaison between Pace and community groups/government entities. In addition, this position is responsible for Project Management and service analysis reports; the management of contract/vendor payment and invoicing processes for calculation accuracy; manages the production of monthly, quarterly and annual reports. Prepares RFP for service procurement; develops annual project operating budget and monitors operating expenses and revenues; oversees and monitors interactions with the Regional Mobility Management Call Center (RMMCC); conducts monthly contract evaluations; updates and maintains Pace Paratransit Operations Manual; works closely with IT and Paratransit staff to assist in the implementation of data and voice communication hardware and software and computer equipment used in the operations of RMMCC. Makes recommendations for ongoing development of service efficiencies. Other duties as assigned to support the Pace mission and goals.
Qualified candidate must have a Bachelor's Degree in relevant discipline or equivalent work experience; five (5) years' experience managing ADA complimentary Paratransit services; experience with US DOT/FTA ADA Transportation and Title VI is required. Experience in Project Management and or Service Coordination in a public-sector environment is preferable. Must be highly proficient in the use of computer software; specifically, Microsoft Office Suite, with special emphasis on Excel, Word and Outlook, along with familiarity of Trapeze scheduling and routing software and Oracle accounting software. Must have excellent written communications skills necessary to write agreements and prepare documents related to the duties of the job. Must have the ability to respond quickly within a dynamic environment with tight deadlines. Proficient math skills for service analysis, budgeting and payment processing is required. Some Government procurement and or preparation of RFP experience is preferred. Candidate must have excellent oral skills and the ability to perform public speaking. Applicant must have a good work history and possess a current and valid driver's license. Must be able to manage traveling by vehicle within the six (6) county RTA region and access other modes of transportation to travel outside of the RTA region. This position is safety sensitive and subject to drug and alcohol testing in compliance with FTA DOT regulations and Pace.
