Supervisor, Contracts Administrator

Under the direction of the Section Manager, Design and Construction, or designate, will supervise, train, and assist Senior Contract Administrators, Contract Administrators, and Construction Document Controllers to ensure contract compliance and consistency and proper performance of all tasks and responsibilities; review needs for Construction Management software programs; create and periodically update templates including form letters and logs; coordinate/assist in updating policies, procedures, standards and forms including construction and A-E contract templates; perform contract administration functions on assigned projects including coordination with Capital Financing and Infrastructure's ("CFI's") Project Managers ("PMs"); coordination with applicable requirements of other user departments; prepare Quality Assurance reviews of construction design documents to ensure conformance with Pace's construction contract General Conditions, with particular attention to Division 1 and warranties; prepare purchase and change order requisitions for construction and A-E contracts; assemble contracts for inclusion in project bid packages; coordinate request for, and review of, A-E Letter of Recommendation; review and approve contractor's initial contract award documents including performance and payment bonds, schedule of values, and contractor-subcontractor acknowledgements; monitor contractor-subcontractor submittals for compliance with Pace's construction contract/procedures; identify Contractor issues and report them to management; assist in preparation of Notice to Proceed letter to Contractor; examine contractors' applications for payment and waivers prior to payment; review contractors' certified payroll as required by USDOL and ILDOL, including Bureau of Apprenticeship and Training (B.A.T.) program compliance; schedule and conduct preconstruction meetings, prepare meeting agenda, distribute meeting minutes and ensure any contractor questions are resolved; schedule and conduct all construction progress meetings; monitor in-progress Contractor submittals and logs; review A-E prepared minutes prior to distribution; assist (in coordination with PM) in scheduling other meetings and significant project events including Substantial Completion/Final Completion walk-throughs and training sessions; monitor status of completion of projects prior to contract expiration; compile change order packages and requisitions to ensure scope changes are incorporated into the contract; review contract closeout documents including Operation and Maintenance Manuals; prepare warranty work request notification and secure completion of warranty work to include coordination with CFI's, PM, Contractor, A-E, Pace's Revenue Services Department, Facilities Maintenance Department and other departments as required; maintain construction project files for RTA Project Management Oversight (PMO) audits and other audits as required; prepare monthly Contract Management Report for Purchasing, Quarterly Project Status report for Grants, Design and Construction section project listing); and performs other duties as assigned.
Qualified candidate must have a Bachelor's Degree in Business or Construction Management or 10 years' experience in contract administration. CDT Certification and/or CCCA Certification is desirable. Must have intermediate-advanced level proficiency in Oracle, Microsoft Word, Excel, and Outlook; proficiency in e-Builder and LCP Tracker is desirable. Must also possess excellent reading comprehension and writing skills, be highly organized, be able to make decisions and direct others, and be adept at meeting deadlines.
